6.E. - Page 25 of 31 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: March 22, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Waive first reading and introduce Zoning Ordinance amendments related to housing, accessory outdoor <br />commercial uses, permit applicability, residential open space requirements, nonconforming structures, <br />and other zoning revisions to address changes in State law and support process improvements <br />RECOMMENDATION <br />Waive the first reading and introduce miscellaneous Zoning Ordinance amendments. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />The Zoning Ordinance requires regular updates to address ongoing land use changes in the City. There are <br />existing regulations that are no longer applicable, that require updating due to changes in State law, or <br />that require process improvements. On July 21, 2020, the Planning Commission held a study session to <br />discuss potential amendments to the Zoning Ordinance, including child care -related changes and <br />miscellaneous zoning ordinance updates. At the study session, staff provided an overview of new State <br />law requirements and provided policy questions for discussion. Upon Planning Commission request, staff <br />has split these amendments into two separate agenda items: Miscellaneous updates (Zoning 2020) and <br />child care. This report addresses changes related to Zoning 2020. <br />On December 1, 2020, the Planning Commission considered the Zoning 2020 amendments with a focus <br />on permit applicability, housing related amendments, and minor revisions, including nonconforming <br />regulations, and accessory outdoor commercial uses, which were not previously discussed in the study <br />session.
