The Planning <br />Commission voted 6-1 for a resolution recommending adoption of the Zoning 2020 amendments to the <br />City Council (see Attachment B Planning Commission Resolution) with six amendments: <br />• Require a setback of six feet or less between primary dwellings on a single lot. One Commissioner <br />voted against the amendments and expressed concerns over selecting an arbitrary distance <br />between buildings and suggested the minimum requirement allowed for health and safety. Since <br />the meeting, staff has identified this amendment is not needed as there is an existing zoning <br />requirement for a minimum of six feet separation between primary dwellings. <br />• Modify lot frontage definition clarifying that the front door should not be the primary <br />consideration for determining the front of a lot. <br />• Adding "commercial" to accessory outdoor uses. <br />• Start the permit effective date when a use is "established" instead of "initiated". <br />• Amendment to clarify that structural alterations to a nonconforming structure as a result of an <br />addition would not be subject to regulations for nonconforming repairs. <br />• Modify home occupation requirement to clarify that no "significant" traffic impact would be <br />created. <br />ANALYSIS <br />This set of amendments, "Zoning 2020," includes the following: <br />Permit and Housing -Related Items <br />• Increase Planning permit validity from one year to two years. The existing option to extend the <br />permit by one year will remain, for a total of a three-year period. In addition, permits that are <br />active as of January 1, 2021 would be automatically extended for another year, in consideration <br />of economic challenges due to the Covid-19 pandemic. <br />• Remove Planned Development permit requirement from Condominium Permits. <br />• Allow front yard area to be counted toward required useable open space. <br />• Modify definition of duplex and multi -family to allow both attached and detached units. <br />• Increase flexibility for determining the required front yard on corner lots, flag lots, and irregular <br />lots by amending the definition of "front yard." <br />• Add definition of "Navigation Center" and allow in mixed-use zoning districts consistent with State <br />law. <br />Miscellaneous Updates <br />• Allow accessory outdoor uses in commercial and mixed-use zoning districts. <br />• Minor edits to repair of nonconforming structures and expansion of nonconforming uses. <br />Minor Revisions <br />• Remove duplicate article for Reasonable Accommodations and other minor typo corrections. <br />• Move the Home Occupation regulations from the Definitions (Article 2) to Special Uses (Article <br />31) and include minor changes. <br />Page 2 of 7 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />291 <br />
