It includes a justification of CRT's costs,
including actual costs incurred while CRT continued building of the solution while City staff were
redeployed to support pandemic related priorities, as well as the additional four Oracle releases CRT will
have to review and regression test. (Oracle updates occur quarterly and must be thoroughly vetted within
a few weeks of release, before they are automatically applied to production systems.) CRT's unused travel
budget has been deducted from the costs and, more significantly, CRT has agreed to share in some of the
additional costs due to delays related to the pandemic.
FISCAL IMPACT
CRT has calculated a total of $1,034,830 in increased labor costs associated with the one-year extension
of the project schedule: $483,280 in Phase 1 and $551,550 in Phase 2. However, the total cost to Redwood
City has been reduced to $797,430: $344,880 in Phase 1 and $452,550 in Phase 2. Due to the nature of
remote work during the pandemic, CRT has deducted from their project costs $77,400 in travel costs
originally budgeted for work onsite with Redwood City: $38,400 in Phase 1 and $39,000 in Phase 2. In
addition, CRT has agreed to absorb $160,000 of cost overruns caused by the pandemic: $100,000 in Phase
1 and $60,000 in Phase 2.
ERP Phases originally proposed for CRT/Oracle
Change to CRT Contract Change to ERP Project Budget
Phase 1 (Finance)
+$344,880 +$344,880
Phase 2 (HCM/Payroll)
+$452,550 +$452,550
Total Increase to Project Budget
+$797,430
.AL .
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
