6.C. - Page 2 of 5 <br />within weeks. The intention of quick -build projects is to be evaluated and modified within a few months <br />after implementation. These projects could also remain in place until capital improvements are possible. <br />Due to the limited time to issue a formal call for projects, CCAG1 decided to nominate relevant projects <br />that received high scores in previous Active Transportation Program (ATP), San Mateo County <br />Transportation Authority or CCAG's call for projects but were unfunded. In October 2020 the City <br />submitted the Roosevelt Avenue Quick -build Traffic Calming Project to the Transportation Authority for <br />the Measure A and W funding program, but it was not awarded. The project is on CCAG list of nominated <br />projects for MTC's Safe and Seamless Quick Strike Program. <br />The MTC Commission will approve the final list of projects at their June meeting. A sponsor agency <br />governing board resolution in support of project applications is required for the approval. <br />ANALYSIS <br />The Roosevelt Avenue Traffic Calming Plan was approved by the City Council in August 2020. Currently, <br />the City is using City funds to complete the design phase of the project and prepare it for construction, <br />whenever the construction funding becomes available. The project implementation costs $853,000, which <br />includes installation of quick -build traffic calming measures identified in the Roosevelt Avenue Traffic <br />Calming Plan and minor modifications after the project evaluation. <br />The Roosevelt Avenue Traffic Calming Project has been in development since 2019 and has gone through <br />extensive community planning processes. During the planning process the majority of neighborhood <br />residents (67%) voted for quick -build implementation of traffic calming measures rather than waiting <br />longer for permanent improvements. <br />The project supports programs and policies in the Circulation Element of the General Plan and advance <br />the City's vision from RWCmoves to "promote the best travel experience possible for everyone in <br />Redwood City by creating and maintaining a safe, multimodal, and accessible transportation network" as <br />well as the City Council's strategic priority of transportation. <br />FISCAL IMPACT <br />The Safe and Seamless Mobility Quick Strike program requires at least a 11.47% local match from the City. <br />The $98,000 local match for the project will be covered by the Gas Tax Fund.
