The <br />evaluation results indicated that Roosevelt Avenue was the second-highest ranked corridor for traffic <br />calming improvements after Hopkins Avenue. In spring 2019, the City started the planning phase fortraffic <br />calming improvements on Roosevelt Avenue between EI Camino Real and Alameda de las Pulgas. The final <br />planning report and design concept for the preferred improvement alternative were approved by the City <br />Council in August 2020. For the next step, City intends to advance the project and complete the design <br />phase to have a higher chance of receiving grants for the construction phase. <br />The project supports the City Council's Strategic Plan and its strategic priority of transportation by <br />developing an effective transportation infrastructure that enables safe and efficient travel to, from, and <br />within the community. <br />ANALYSIS <br />In the past two years and through a community -driven process, a preferred alternative was developed for <br />the project. During the planning process, the neighborhood residents expressed their preference for a <br />quick -build project rather than waiting longer for permanent improvements. To respond to the <br />community's preference, in January 2021 the City issued a Request for Proposals (RFP) to develop the <br />Plans, Specifications, and Estimates (PS&E) for quick -build traffic calming improvements on Roosevelt <br />Avenue between EI Camino Real and Alameda de las Pulgas. The City received four responses to the RFP. <br />The staff review board scored the proposals based on these criteria: <br />• Overall responsiveness to the RFP and administrative submittals (10 points) <br />• Project management plan and schedule (20 points) <br />• Firm (and project team) qualifications, experience in similar projects and referenced projects (20 <br />points) <br />• Qualifications, experience and commitment of the project manager and team (20 points) <br />• Project understanding, innovative approach and proposed scope of services (30 points) <br />The review board identified Kimley-Horn as the top-ranked consultant, noting a strong proposed project <br />management plan and approach to quality control/quality assurance approach.
