6.E. - Page 1 of 5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 26, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Grant application for Advance Assistance from the Federal Emergency Management Agency's (FEMA) <br />Hazard Mitigation Grant Program to plan for improvements to the levees at Redwood Shores in order for <br />the levees to meet FEMA re -accreditation standards and to address future sea -level rise <br />RECOMMENDATION <br />1. Adopt a resolution authorizing the filing of an application to Hazard Mitigation Grant Program (HMGP) <br />for Advance Assistance from the FEMA and the California Governor's Office of Emergency Services <br />(Cal OES); and <br />2. By motion, authorize the City Manager to accept the grant, execute related grant documents and <br />commit funds to complete the project if grant funding is awarded. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The Federal Emergency Management Agency (FEMA) sent a letter dated April 10, 2020 to the Cities of <br />Redwood City and San Carlos that the levees around Redwood Shores no longer qualify to be accredited <br />as a result of the latest Flood Insurance Rate Map and Flood Insurance Study. Based on these two latest <br />FEMA data products, the levees no longer provide reduced risk from a flood that has a 1% chance of being <br />equaled in any given year. <br />It is expected that the costs to conduct initial investigations of the levees, feasibility studies for <br />improvements, environmental clearance, and prepare preliminary designs for levee improvements will <br />likely cost millions of dollars.
