One of the opportunities available <br />is to obtain Advance Assistance funding through the FEMA Hazard Mitigation Grant Program available to <br />the State of California due to recent federally declared disasters within the state. The application will need <br />to be submitted through the California Governor's Office of Emergency Services (CaIOES), which will <br />review the application and then submit it to FEMA. <br />ANALYSIS <br />The City is requesting that the City Council support the application for grant funding to reobtain <br />accreditation of the Redwood Shores Levees. If awarded, the funding will allow planning, feasibility <br />studies, environmental clearance review and initial design of potential improvements for Redwood Shore <br />Levees in order to meet FEMA re -accreditation and also address future sea -level rise. <br />If a grant is awarded, the conditions of the grant require the applicant to commit to meet or exceed the <br />local funding match of 25% of the total project. The federal funding opportunity is $2 million, so the local <br />share amount would be $675,000 for a total project cost of $2,675,000. <br />No additional funding is needed to submit the application. However, funding is currently available to meet <br />the local match commitment if the application is accepted for grant funding by CalOES and FEMA. <br />FISCAL IMPACT <br />The City is requesting that the City Council support the application for grant funding to obtain re- <br />accreditation of the Redwood Shores Levees. The City is coordinating with One Shoreline, who <br />will be leading the grant coordination and application submission process. City staff has also met with San <br />Mateo County, the San Mateo County Transit District and the Cities of San Carlos and Belmont to <br />coordinate potential match funding and project coordination. <br />No additional funding is needed to submit the application. Funding is currently available to meet the local <br />match commitment if the application is accepted for grant funding by CalOES and FEMA. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment.
