6.G. - Page 2 of 5 <br />ANALYSIS <br />As part of this year's federal appropriation process, Congress is allowing Congressional Members to <br />request Community Project Funding (CPF) to directly fund nonprofit and public sector projects in their <br />Congressional Districts. The Appropriations Committee will prioritize CPF requests with substantive <br />community support in the form of letters from local elected officials, local press articles or editorials, local <br />government resolutions, or other indications of local support. <br />MidPen Housing has submitted a CPF request to Congresswoman Jackie Speier to cover a portion of the <br />Year 1 operating costs of TownePlace Suites. MidPen Housing is seeking a letter of support from the City <br />Council as the project not only creates permanent housing for those disproportionately impacted by the <br />pandemic, but is essential to addressing the profound need for more housing. Additionally, the City is able <br />to count these units towards its very -low income Regional Housing Needs Allocation (RHNA) goals for the <br />2015 to 2023 Housing Element cycle. Included as Attachment A is the letter of support. <br />FISCAL IMPACT <br />None <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council could choose to not support Mid Pen's CPF request. <br />ATTACHMENTS <br />Attachment A — Letter of Support <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />151 <br />
