Adopt a resolution to approve the Fiscal Year 2021-2022 Annual Action Plan (2021 Action Plan) and <br />authorize the City Manager or designee to execute and file documents related to the 2021 Action Plan <br />for submittal to the U.S. Department of Housing and Urban Development; and <br />2. By motion, authorize the City Manager to execute funding agreements with organizations identified <br />in the 2021 Action Plan. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />As a condition of receiving Community Development Block Grant (CDBG) and HOME Investment <br />Partnerships (HOME) program funds from the U.S. Department of Housing and Urban Development <br />(HUD), the City must prepare, adopt, and submit a five-year Consolidated Plan (Con Plan) to HUD. The Con <br />Plan is a strategic policy document that provides priorities and strategies for meeting the needs of low- <br />income community members over a five-year period; the current Con Plan covers the period of 2018- <br />2022.
