7.A. - Page 2 of 101 <br />The Con Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, <br />activities, and the specific federal and non-federal resources that will be used each year to address the <br />priority needs and specific goals identified by the Con Plan. In Redwood City, the Annual Action Plan <br />consists of funding recommendations made by the Housing and Human Concerns Committee (HHCC) for <br />approval by the City Council each year. The 2021 Action Plan represents the City's fourth year of the Con <br />Plan and is included as Attachment B along with an Executive Summary (Attachment C) and Budget <br />(Attachment D). <br />HUD issued a memorandum on April 1, 2020 to provide regulatory waivers of certain Con Plan <br />requirements to help prevent the spread of COVID-19. These waivers include the Citizen Participation <br />Reasonable Notice and Opportunity to Comment waiver, which allows for virtual public hearings. Staff <br />submitted a notification on March 2, 2021, notifying HUD of the City's intent to use this waiver. HUD <br />acknowledged receipt of this notification on March 3, 2021. <br />ANALYSIS <br />HUD has allocated $769,420 of CDBG and $329,864 of HOME entitlement grant funds to the City for Fiscal <br />Year (FY) 2021-2022. In addition, the City estimates it will receive $40,000 in CDBG program income and <br />is carrying over $48,993 in unspent Community Housing Development Organization (CHDO) HOME funds <br />from the prior fiscal year.
