7.A. - Page 4 of 101 HOME HOME Administration $32,986 CH DO Set Aside $98,473 Acquisition & Rehabilitation Housing Project (TBD) $247,398 TOTAL HOME $378,857 Planning and Administration HUD regulations allow for up to 20% of CDBG FY 2021-22 grant funds and 20% of FY 2021-22 program income to be used for CDBG administration and fair housing and 10% of HOME funds to be used for HOME planning and administration. If federal funds are not used for planning and administration expenses related to use of federal grants, the General Fund would have to absorb these costs. Public Services HUD regulations allow for up to 15% of the FY 2021-22 CDBG grant and 15% of the CDBG program income received in FY 2020-21 on public services. The City is expecting to receive $19,683 less in program income for FY 2020-21 than originally estimated. Therefore, the spending limit for FY 2021-22 public services decreased by $1,784. However, HIP Housing canceled their contract for FY 2021-22 ($15,000) due to the constraints and burdens associated with administering CDBG funds. Staff proposes using $1,784 from HIP Housing's canceled contract to offset the decreased public services allocation. Additionally, both staff and the HHCC recommended redistributing the remaining funds of the HIP Housing contract evenly to the other public services grantees. Each organization would receive an additional $1,888. This proposed increase is shown in Table 2. Fair Oaks Community Center Improvements Since the City didn't receive any applications for public facility improvement projects, staff evaluated potential improvement projects of City -owned facilities. This evaluation was based on CDBG eligibility, project readiness, and compliance with the CDBG regulations such procurement and labor standards. CDBG funds cannot be spent until July 1, 2021 but the majority of funds have to be expended by May 2022 in order to meet timeliness expenditure requirements. Therefore, the project selected must be a balance between being shovel ready and meeting the rest of the CDBG requirements. Staff reviewed the City's Americans with Disabilities Act of 1990 (ADA) Transition Plan and the City's Capital Improvement Program (CIP) projects. The Fair Oaks Community Center (FOCC) kitchen remodel project has been a part of the CIP project plan for several years however high construction costs have continued to delay the project. Staff recommended funding the FOCC improvement project because the project addresses a need in the community, is shovel ready and is eligible under CDBG regulations.
