7.A. - Page 60 of 101 <br />AP -60 Public Housing — 91.220(h) <br />Introduction <br />The San Mateo County Department of Housing consists of two divisions: Housing & Community <br />Development (HCD) and the Housing Authority of the County of San Mateo (HACSM). HACSM does not <br />manage public housing units. The HACSM only offers housing choice vouchers to low-income <br />households. <br />The Housing Choice Voucher program offers subsidy to a household to allow them to rent any <br />apartment in the local housing authorities jurisdiction. The household will pay 30 percent of their gross <br />monthly income towards rent and the Housing Choice Voucher covers the remaining cost of the rent. <br />Actions planned during the next year to address the needs to public housing <br />The HACSM's basic strategy remains the same as in the past, good management and efficient use of <br />resources. The HACSM will continue to watch the lease up rate closely and to monitor the PUC, the <br />payment standards and the utility allowances in a manner so that the maximum number of households <br />can be served at a reasonable level. If the payment standards are too high, the subsidy is too deep <br />resulting in fewer households able to be assisted. If the payment standard is too low, then participants <br />cannot locate adequate housing. <br />Actions to encourage public housing residents to become more involved in management and <br />participate in homeownership <br />The Housing Authority of the County of San Mateo does not manage housing units and only administers <br />a voucher program. The voucher program is a basic rental assistance program. Section 8 vouchers, <br />from the U.S. Department of Housing and Urban Development (HUD) allow households to access <br />housing that would not be affordable to them.
