7.A. - Page 61 of 101 AP -65 Homeless and Other Special Needs Activities — 91.220(i) Introduction The CoC guides the implementation of the County's housing and service system to meet the needs of homeless individual and families. The City participates in CoC meetings and monitors CoC decision- making to better understand latest trends in homeless outreach and addressing the needs of those experiencing homelessness. Redwood City does not receive Emergency Solutions Grant (ESG) funding, as the San Mateo County Department of Housing is the only ESG recipient in the County. However, Redwood City does support programs to assist individuals and families experiencing homelessness with its CDBG dollars. Describe the jurisdictions one-year goals and actions for reducing and ending homelessness including: Reaching out to homeless persons (especially unsheltered persons) and assessing their individual needs San Mateo County has made a commitment to end homelessness in the community and in 2016, the CoC approved the Strategic Plan: Ending Homelessness in San Mateo County (CoCPlan), a strategic plan to end homelessness. The CoC Plan articulates a path to achieve that goal over the next five years using strategies that are informed by an analysis of the existing system in San Mateo County, lessons learned from the HOPE (Housing Our People Effectively) Plan, and recent developments in the field. The CoC Plan is data -driven and results -oriented. It sets a strategic direction that will lead to measurable reductions in the number of people in the community experiencing homelessness and ensure the community has systems in place to respond swiftly and effectively when housing crises occur. Goals under that plan include: • Goal 1: Create a Housing Crisis Resolution System to End Homelessness in San Mateo County • Goal 2: End Veteran Homelessness • Goal 3: End Family Homelessness • Goal 4: End Youth Homelessness • Goal 5: Individuals Exiting Institutions Will Not Discharge into Homelessness The City partners with local non-profit and county service providers for homeless outreach to unsheltered individuals and households in Redwood City to offer both City and County provided services towards ending homelessness. The FOCC provides referrals for diversion services or shelter and other homeless services including food, toiletries, transportation, and shower and laundry services.
