7.A. - Page 62 of 101 provide support services for homeless individuals, families, youth, victims of domestic violence and those with special needs (mental illness). Support services include employment assistance, counseling, health care, and housing referrals. The City will fund the following homeless providers with 2021 CDBG funding; • CORA - provides victims and survivors of domestic violence and their children with safe and confidential emergency shelter services. • Spring Street Shelter - provides emergency shelter for individuals with serious disabling mental illness. • Safe Harbor Shelter - provides emergency and transitional shelter for homeless adults over age 18. • Daybreak Shelter - provides transitional housing and independent living skills training for homeless youth aged 16-21 with the goal of self-sufficiency and an exit to permanent housing. • Maple Street Shelter - provides interim shelter and comprehensive supportive services for homeless single adults. Helping homeless persons (especially chronically homeless individuals and families, families with children, veterans and their families, and unaccompanied youth) make the transition to permanent housing and independent living, including shortening the period of time that individuals and families experience homelessness, facilitating access for homeless individuals and families to affordable housing units, and preventing individuals and families who were recently homeless from becoming homeless again The City's FOCC is part of the San Mateo County Core Service Agency Network that provides safety net services covering every jurisdiction in San Mateo County. The FOCC serves as one of the entry points for the San Mateo County Coordinated Entry System (CES), providing initial screening and referrals for CES. Once referrals to CES have been made, the CES Specialists complete the homeless services assessment providing either diversion services or shelter. When shelter beds are not available, clients are placed on a shelter waitlist until placement is available. The FOCC plays a critical role in helping connect homeless individuals and families to shelter and other housing resources. As part of the 2021 Action Plan, the City plans to use CDBG funds to make necessary improvements to the FOCC including new exterior paint, safety upgrades to the administrative/intake area, and remodel the kitchen used by the Older Adult Activity Center. The City launched the Temporary RV Safe Parking Program in October 2020. The program is a two-year program that combines enforcement related to RV residency -related impacts with a safe parking option for RV residents as they transition back into permanent housing. The program provides on and off-street RV parking permits to accommodate the current population of RV residents in Redwood City. The parking site is located on City -owned property.
