7.A. - Page 66 of 101 AP -85 Other Actions — 91.220(k) Introduction: In addition to the specific actions stated in the Action Plan the City will undertake other actions as follows. Actions planned to address obstacles to meeting underserved needs The City will fund several activities that will address obstacles to meeting underserved needs including housing production and preservation, homeless shelters and supportive services, human services programs that meet basic human needs and economic development. In making funding decisions, the City gives priority to activities that: • Meet a goal of the 2018-2022 Consolidated Plan; • Demonstrate a significance of need; and, • Project or program is eligible under HUD rules. A priority population for CDBG-funded services is individuals (especially the elderly and people with disabilities) who are denied, by poverty and historical institutional practices, the opportunity to develop their full potential and to enjoy the benefits of community participation. The City will give priority to programs provided through organizations or agencies that demonstrate a commitment to making their services accessible to these residents. Actions planned to foster and maintain affordable housing Housing continues to be a top strategic priority of the City Council and the City has four housing goals within its strategic plan: preserve existing affordable housing, protect housing options for low- and middle-income residents, produce housing to meet Regional Housing Needs Assessment (RHNA) goals for moderate, low and very low-income residents, and partner on housing opportunities for unique populations. The City recently received a Partnership for the Bay's Future Challenge Grant which has provided the City with a two-year management fellow and technical assistance resources to develop an Anti - Displacement Strategic Plan that will look at strategies to preserve the City's unsubsidized affordable housing stock and mobile home units as well as amend the City's minimum lease terms and relocation assistance ordinances. In addition, the City continues to fund 100% affordable housing projects, as funds are available, and implement its Affordable Housing Ordinance which requires all development projects to either provide affordable units or pay a fee.
