8.B. - Page 4 of 8 April 26, 2021: Kickoff meeting with discussion of the process and a vote to form the ARC May 1, 2021: ARC application is released by the City and will remain open until May 31, 2021. June 2021: Following the close of the application period, the City Council holds interviews of applicants for final selection of the ARC. Appointments to the ARC announced at the June 28, 2021 City Council meeting. At the same meeting, the Council holds the first public hearing under the FAIR MAPS Act, with a presentation around the principles of redistricting, along with an opportunity for pre -map public input on communities of interest. July - August 2021: The ARC holds a series of trainings on governance, design and role of the ARC, redistricting laws, community engagement, timeline, and the process. August—October 2021: A series of seven outreach hearings, one held in each of Redwood City's Council Districts. Outreach hearings will start with a presentation around the principles of redistricting, along with an opportunity for pre -map public input on communities of interest, presentation from the public of any maps, discussion of preferences of neighborhoods, geographic or other features that should be considered in drawing of public plans. All presentations will include an online training for the use of the selected mapping tool for community engagement, with a focus on the community using this mapping as a way of identifying their community of interest. Translation service will be made available. October 1, 2021 (approx.): Census data released and imported into online mapping tool October— November 2021: Two map hearings on draft plans with input from the Committee Members and the public on proposed changes. All maps to be discussed at these hearings must be made public seven days prior to the hearing. At the conclusion of the second hearing, tentatively scheduled for November 15, 2021, the ARC should decide on the final map to recommend to the City Council. December 6, 2021: City Council public hearing on ARC recommendations. January 10, 2022: City Council public hearing to vote on final map; the final map must be made public seven days in advance of the hearing and must be unchanged by the City Council. If changes are made, an additional public hearing will be scheduled for final map approval. January 24, 2022: Direct demographer to produce final data/Geographic Information System (GIS) submission to San Mateo County Registrar of Voters At -Large Elected Mayor At the February 6, 2021 City Council meeting, individual City Councilmembers expressed interest in reviewing the selection, rotation, and term for the Mayor position. One option is to have an at -large elected mayor who would be directly elected by the voters. A directly elected Mayor was discussed in the fall of 2018 when the City Council originally began the transition to a district based election system. At the time, the City Council chose to continue with an appointed Mayor and to look into the at -large Mayorship during the 2022 redistricting process. City staff has conducted additional analysis on the process needed to transition from an appointed Mayor to an at -large elected Mayor for the 2022 election. In order for the Page 4 of 6 AL .
