8.B. - Page 5 of 8 <br />City to transition from an appointed Mayor to an at -large elected mayor, a majority -approved Charter <br />Amendment voted on by Redwood City voters would be needed to begin the transition process. The next <br />time in which a Charter amendment can be placed on a statewide election ballot is during the Statewide <br />Primary Election in 2022, which is too late as the timing does not align with the City's current redistricting <br />process and the FAIR Maps act mandate for a final adopted map to be approved by April 17, 2022. <br />Alternatively, an at -large elected Mayor can be considered for the 2024 election, although the City would <br />need to complete a redistricting process once again to update the City's district election map to transition <br />from seven City Council districts to six City Council districts. However, additional analysis would need to <br />be completed during the redistricting process for an at -large Mayor to make sure that reducing the <br />number of districts does not raise concerns under the federal Voting Rights Act. <br />The Governance Sub -Committee received this information and recommended that the City not move <br />forward with an at -large elected Mayor as part of the current redistricting process. <br />On a parallel timeline, City staff will continue to work with the Governance Sub -Committee on reviewing <br />the selection, rotation and term for the Mayor position. <br />FISCAL IMPACT <br />Sufficient appropriation ($150,000) is currently budgeted within the Office of the City Clerk for all costs <br />associated with the redistricting process. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />1. The City Council may choose to appoint an Independent Redistricting Commission to conduct the <br />redistricting process and adopt the final district map, or <br />2.
