According to the SFPUC, implementation <br />of the Bay Delta Plan could result in significant water shortages during dry years. Accordingly, as part of <br />the City's UWMP, strategies are identified to address reduced supply due to drought years. While <br />conservation efforts are emphasized, severe shortages may create additional constraints to adding new <br />housing. <br />Figure 4 — Examples of Existing Missing Middle Housing in Redwood City <br />Housing Goals — Based on the community engagement and equity analysis described above, the City will <br />develop long-term housing goals that will seek to address the diverse housing needs of the <br />community. Policies and programs will be developed that identify the specific actions the City will <br />undertake toward implementing each goal. For example, the Housing Element includes a needs <br />assessment to better understand the challenges of current residents. It presents information on the City's <br />resident population, existing housing stock, and employment trends. This information is the foundation <br />for proposed strategies for preserving and improving housing and for removing impediments to the <br />development of housing. <br />Safety and Environmental Justice Elements — As previously noted, State law requires that cities update <br />their Safety Element at the same time as their Housing Element.
