This requirement is <br />triggered when two or more elements are being updated or adopted and the city is determined to have <br />one or more "disadvantaged communities". <br />Figure 5 — Required Content for Safety and Environmental Justice Elements <br />The Safety Element update will build upon the current Countywide Local Hazard Mitigation Plan work, as <br />well as other countywide initiatives and staff will continue to work with partner organizations such as One <br />Shoreline on climate resiliency policies. One Shoreline is an independent government agency working <br />throughout San Mateo County to increase resilience to the climate change -related impacts of sea level <br />rise, flooding, and coastal erosion. Fire risk, flooding and sea level rise will be of key concern in this round <br />of planning, and will affect the areas suitable for additional development, including areas near the bay <br />that are vulnerable to sea level rise and hillside areas that are vulnerable to wildfire dangers. <br />Community Engagement—The Housing, Safety and Environmental Justice work will require a <br />consolidated community engagement approach. In addition, the City will be undertaking both a <br />regional and city -specific approach to community engagement. <br />At the regional level, the City is collaborating with 21 Elements, a housing planning collaborative which <br />includes all cities in the County of San Mateo (including the County itself for unincorporated areas). 21 <br />Elements will be working with cities on policy and public outreach on their respective Housing Elements. <br />They are sponsoring the "Let's Talk Housing" initiative (www.letstalkhousing.org) to reach a variety of <br />stakeholders and will emphasize the regional nature of the housing crisis. As part of their outreach, they <br />have assembled an Equity Advisory Group made up of nonprofit stakeholders that can assist in <br />representing and contacting traditionally underrepresented groups and neighborhoods. 21 Elements <br />has been hosting Countywide meetings to inform the community about the RHNA process and Housing <br />Element requirements, and Redwood City is one of the featured jurisdictions at their meeting on April 13, <br />2021. (Staff will update the Council on the results on this <br />meeting at the April 26 study session.) <br />In addition, Redwood City staff and our consultant, MIG, <br />will lead our own outreach program, supplemented with <br />the Let's Talk Housing work.
