Emphasis will be given to stakeholder group interviews, <br />helping to identify issues early and build a contact list with interested groups. Outreach will include both <br />hard copy materials as well as virtual engagement methods. <br />Equity —These planning efforts will focus on equity in engagement, policy evaluation, and decision- <br />making. While equity is commonly spoken of in terms of public engagement, it will be important to use an <br />equity lens when evaluating policy outcomes and making choices on which housing alternatives to <br />pursue. This equity evaluation considers the impact policies will have on burdening or benefitting specific <br />populations. The City's Equity and Inclusion Officer support staff in considering equity throughout the <br />project. MIG has developed a Public Engagement Plan that considers equity throughout the process, and <br />has engaged a subconsultant, ChangeLab Solutions, which specializes in advancing equitable policies for <br />all community members. ChangeLab Solutions specializes in convening diverse stakeholders, conducting <br />legal research and developing model policies and documents. <br />This type of equity assessment has been modeled by other municipalities, including the City of Long Beach <br />and the City/County of San Francisco. Completed as part of a staff analysis or recommendation, it <br />identifies how different aspects of the community may benefit or be negatively impacted by certain <br />policies. While the exact form is not yet established, this analysis can be expected throughout the Housing, <br />Safety, and Environmental Justice Element process. <br />Questions for City Council Consideration <br />During the study session, City Councilmembers will have the opportunity to provide individual comment <br />on the work to develop the Housing Element. No formal direction will be sought. City Councilmembers <br />may wish to comment on the following questions during the meeting: <br />1. Are there specific housing and planning strategies you want to prioritize? <br />2. Are there specific areas or corridors you would like identified as potential housing sites? <br />3. In addition to the planned community engagement and outreach efforts, are there any <br />additional communication methods you would like to see to improve equity? <br />4.
