04/26/2021 <br />WHEREAS, on January 17, 2021, the California Department of Public Health <br />reported another COVID-19 variant that had grown more common across the state since <br />December, with worrisome signs that this variant may be highly transmissible; and <br />WHEREAS, since December 2020, a growing list of cities across California began <br />announcing legislation for hazard pay for essential grocery workers during the period <br />where counties are in the Purple, Red, or Orange level of Community Transmission for <br />COVID-19 under State Health orders. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />DOES ORDAIN AS FOLLOWS: <br />Section 1. Recitals. The City Council finds the foregoing recitals to be true and <br />correct and hereby incorporates those recitals into this Ordinance. <br />Section 2. Title; Purpose. <br />(a) This Ordinance shall be known as the "Grocery Retail Worker Hazard Pay <br />Ordinance." <br />(b) Large Grocery Stores are a vibrant and integral part of the public <br />infrastructure during the ongoing pandemic. The grocery retail workers of the City of <br />Redwood City have continued to report to work and to serve their communities in the face <br />of an unprecedented pandemic. Each day these workers risk their lives and the health of <br />their families without any extra benefits or wages in order to keep the food supply chain <br />operating. <br />(C) The purpose of this Ordinance is to justly compensate grocery retail workers <br />for the clear and present dangers of doing their jobs as essential workers during the <br />pandemic by requiring their employers to provide hazard pay. The City has an interest in <br />ensuring the welfare of its workers and the continued operation of its food supply chain. <br />(d) Through this Ordinance, the City seeks to sustain the stability of the food <br />and health supply chain through supporting the grocery retail workers who continue to <br />work during the pandemic. <br />Section 3. Authority. This Ordinance is enacted pursuant to the City of Redwood <br />City's general police powers, Section 7 of Article XI of the California Constitution, City <br />Charter Section 16, the Governor's Proclamation of a State Emergency dated March 4, <br />2020, the City's Emergency Proclamation dated March 12, 2020, and any other rights or <br />obligations under local, County, State, and Federal law, including the State and federal <br />constitutions. <br />ATTY/ORD.535/CC ORD HAZARD PAY ORDINANCE ORDINANCE NO. 2493 <br />REV: 04-06-2021 VR MUFF NO. 305 <br />Page 2 of 9 <br />
