REV: 06-16-2021 EV & MI <br />“ ”EXHIBIT A <br />SCOPE OF SERVICES AND FEE <br />Consultant will support the City of Redwood City in its efforts to better understand <br />emergency access and evacuation scenarios for the E. Bayshore Road and Bair Island <br />Road areas (hereafter referred to as the “Study Area”) located east of US 101 in Redwood <br />City, California. The City is evaluating development applications that will increase the <br />population in the Study Area and wants to better understand emergency access and <br />evacuation options (including pedestrian, bicycle, vehicular and waterway egress) given <br />that there is currently a single point of vehicular access and egress at the Whipple Avenue <br />interchange. Consultant is partnering with Jensen Hughes and Dr. Stephen Wong <br />(collectively, the Project Team) to provide the range of skills and expertise needed to <br />support the City in this effort. This scope is divided into two phases of work: <br />•Phase 1 initiates the process that will guide the City through: <br />Identification of the emergency event(s) that have the most realistic chance <br />of requiring an evacuation of the Study Area. <br />Selection of the appropriate emergency event(s) to be included in the <br />analysis. <br />Identification of appropriate response for each chosen emergency event <br />(e.g., shelter in place, evacuate to upper floors, evacuate only the <br />building/facility, evacuate to a specified distance, or evacuate study area <br />immediately). <br />Identification of appropriate evacuation time estimates (ETEs) for each <br />such chosen emergency event. <br />•Phase 2 will focus on the following efforts: <br />Evacuation Route Identification – Consultant’s work will expand on and <br />supplement any previous evacuation planning or analysis that was <br />included in previous development entitlements and/or the City’s Circulation <br />and Safety Elements in the latest General Plan. Consultant will work with <br />City staff to explore possible emergency evacuation route opportunities to <br />supplement the existing vehicular route on E Bayshore Road. The <br />supplement route evaluation will consider pedestrian, bicycle, vehicular <br />and waterway evacuation routes. <br />Transportation Network Capacity Estimation – Consultant will review the <br />assumptions in previous plans or analyses regarding a reasonable <br />transportation network capacity available during an evacuation event and <br />analyze in conjunction with applicable pedestrian, bicycle, vehicular and <br />waterway egress assumptions for each chosen emergency scenario(s), if <br />any. Consultant will also explore options to temporarily provide additional <br />capacity during an emergency event including the potential use of the <br />existing Bay Trail, the pedestrian underpass to cross Highway 101 and the <br />pedestrian bridge over Redwood Creek for emergency vehicle access <br />and/or vehicular egress. <br />ATTY/AGR.2021.142/Fehr & Peers (Page 10 of 16)
