REV: 06-16-2021 EV & MI Zone/Scenario Testing and Evacuation Time Estimates (ETEs) – For the chosen emergencies, if any, Consultant will work with the City to identify key elements of an evacuation event and estimate the evacuation travel time (including intermediate times and capacities). Recommendations – Consultant’s work will result in some specific recommendations the City should consider related to evacuation events. Policies and Implementation Programs – Consultant will provide a series of potential mitigation measures that can be incorporated into the Study Area if the evacuation times resulting from the proposed project are outside of acceptable standards for the emergency event(s) studied. Consultant’s proposed scope of work and cost estimate to assist the City with understanding the emergency access, evacuation routes, and ETEs for the E. Bayshore Road area are presented below. Consultant is not proposing to prepare a comprehensive evacuation plan, but instead, Consultant will provide technical support to the City related to the transportation network capacity and potential opportunities to increase the capacity and improve ETEs during an evacuation event. As such, Consultant’s scope below is tailored to focus on specific emergency events identified in coordination with the City and address the emergency transportation needs within the Study Area, if any. In addition, Consultant’s scope of work does not provide guarantees as to the adequacy of the system nor can it guarantee that the findings are applicable to any or all situations. Moreover, as emergency evacuation assessment is an emerging field, there is no established standard methodology. Consultant has adopted existing methodologies used in transportation planning that, in its knowledge and experience, Consultant believes are the most appropriate. Nevertheless, such methodologies are necessarily also limited by the budgetary and time constraints in Consultant’s scope of work, and by the current state of our knowledge. Consultant may conduct further analyses, analyze different scenarios, and/or employ other methodologies upon request of the City. However, Consultant cannot guarantee the efficacy of its analyses or recommendations beyond our professional duty and the current capability of transportation planning. Scope of Work Phase 1 Task 1 – Emergency Event Identification and Evacuation Response Due Diligence The City recently updated an area-wide E. Bayshore Road assessment of the time required to evacuate the Study Area as part of a recent development entitlement.
