REV: 06-16-2021 EV & MI <br />Following Consultant’s review of the assessment, the Project Team will review the San <br />Mateo County Multijurisdictional Local Hazard Mitigation Plan (2016), and other relevant <br />components of the City’s General Plan or relevant Specific Plan(s) to identify emergency <br />events that have the most realistic chance of requiring an evacuation of the Study Area. <br />These potential emergency events could include natural events, such as fires, flooding, <br />and earthquakes, as well as person-made events, like chemical accidents, toxic gas <br />releases, and fire from industrial accidents. <br />Due to the complexities and unique challenges of the Study Area, and the lack of codified <br />standards and/or formal design guidance for evacuation studies (i.e., required evacuation <br />times), Project Team will provide recommendations on the emergency event(s) that have <br />the most realistic chance of requiring an evacuation of the Study Area as well as the <br />appropriate response for each emergency event (e.g., shelter in place, evacuate to upper <br />floors, evacuate only the building/facility, evacuate to a specified distance, or evacuate <br />study area immediately). Project Team will coordinate with City staff and local emergency <br />response personnel (e.g., Redwood City Fire Department) to make a value judgement on <br />what is considered the appropriate emergency/hazard as the basis for design. <br />In addition to identifying emergency event types, Project Team will collect and review <br />relevant literature on ETEs for various natural and/or human-caused emergency events <br />with a focus on the most probable type of events for the Study Area. This will include <br />evaluation of the origin and appropriateness of the “30-minute” evacuation time rule of <br />thumb. <br />Deliverable: Key findings from Task 1 related to the potential emergency events (both <br />short and potentially long-term) that are of most concern for the Study Area and <br />corresponding findings on ETEs will be summarized in a brief memorandum. <br />Budget and Schedule: Consultant has budgeted $11,300 for this task and Consultant <br />expects it to take six weeks to complete a brief memorandum summarizing the key <br />findings from Task 1. <br />Phase 2 <br />Task 2 – Evacuation Route Identification and Transportation Network Capacity Estimation <br />After discussion with City of the Phase 1 results, identification of the applicable <br />emergency scenario(s) for the Study Area and upon authorization to proceed to Phase 2, <br />Project Team will coordinate with City staff to identify evacuation route opportunities <br />including pedestrian, bicycle, vehicular and waterway evacuation routes, and circulation <br />capacities that could be used in emergency events based on the most probable type of <br />event. Depending on the type of event, different areas may be negatively affected, and <br />we will assist the City to identify potential alternative evacuation routes. However, given <br />the large number of variables in the occurrence of natural events, potential human <br />behavior in response to an event, and the analyses involves hypothetical scenarios, <br />Consultant’s assessment in this Task cannot be exhaustive. <br />ATTY/AGR.2021.142/Fehr & Peers (Page 12 of 16)
