REV: 06-16-2021 EV & MI
c. Evaluate the dispersion profiles of the released gases in the surrounding
area considering the local wind conditions
d. Analyze the results from the dispersion analysis in relation to acceptance
criteria extent of release and time of travel
e. Provide results and summary in a report format
2. Key assumptions for the outdoor consequence evaluation:
a. Meteorological conditions (wind speed and atmospheric stability) for the
worst-case scenario will be used
b. Assumed wind direction will be based historical meteorological data for the
Redwood city area
c. Up to a maximum of three different worst-case release scenarios will be
considered
Deliverable(s): Project Team will prepare the following results from the PHAST analysis:
a. Isopleths of concentration contours of the hazardous chemicals projected
on the GIS map to inform of the hazard zone
b. Time (from the onset of leaking of the gas) to reach hazardous levels of
concentration at a location of interest (plots of concentration vs time at a
given location)
c. Threshold concentration vs distance plots
d. Results from the PHAST analysis will provide information on the extent of
the hazard to the surrounding areas and the time to reach threshold
concentrations
Budget Range and Schedule: $15,000 to $20,000 and will take approximately four weeks
to perform upon receiving all the required information from the City.
Fee
The not-to-exceed time and materials fee to conduct the scope of work (without Optional
Task A) noted above is $52,300. This fee includes all professional and support staff time,
as well as direct expenses. Efforts that require additional work will be conducted upon
authorization as an additional service and billed on a time-and-materials basis according
to our standard rates below.
ATTY/AGR.2021.142/Fehr & Peers (Page 15 of 16)
