These recommendations will be discussed with City staff to <br />review the results and revise based on comments. <br />Task 5 – Identify Policies and Implementation Programs <br />The Project Team will identify policies and implementation programs that could be used <br />in the Study Area to reduce ETEs. These recommendations may include additional <br />roadways, emergency routes, and/or development limitations for areas where circulation <br />constraints may affect future development and will utilize the information developed in <br />Task 4. <br />Deliverable(s): The results for Tasks 2 through 5 will be documented in a brief technical <br />memorandum that documents our methods, findings, impacts, and recommendations, <br />and be supported by graphics. In general, the technical memorandum will consist of a <br />description of the study scenarios, methodologies used, and analysis results for each <br />scenario. Significant impacts will be identified and recommended mitigation measures <br />documented. It is assumed that the memorandum will be included in full in the <br />Environmental Impact Report (EIR) appendix, and incorporated into the main body of the <br />EIR as needed by the EIR consultant. <br />Budget and Schedule: Consultant has budgeted $41,000 for Tasks 2 through 5 and <br />Consultant expects it to take six weeks to complete a draft memo upon receipt of <br />authorization to proceed with Phase 2. The draft memo will be submitted to the City for <br />review and comment. Review comments will be incorporated into the final memo. <br />Consultant’s fee estimate assumes 4 staff hours to respond to comments and prepare a <br />final memo. Because it is speculative to know the nature and extent of comments, <br />Consultant has allocated a certain budget for this task. Responding to comments <br />requiring additional technical analysis or requiring more than 4 staff hours will be <br />conducted as an additional service. <br />Optional Task A – Dispersion Hazard Analysis for Airborne Event <br />As an optional task, the Project Team could evaluate the extent of hazardous event due <br />to dispersion of harmful chemicals resulting from events such as chemical accidents, toxic <br />gas release and industrial fire hazards/accidents: <br />1. Outdoor Consequence Evaluation Using PHAST – A numerical analysis will be <br />conducted for a loss of containment scenario using PHAST process hazard <br />analysis software, which examines the progress of a potential incident from the <br />initial release to far-field dispersion analysis considering the effect of average <br />terrain roughness and the local wind conditions. The analysis will include the <br />following tasks: <br />a. Identify potential release scenarios due to loss of containment of hazardous <br />chemicals <br />b.
