6 <br /> <br />the rates and in the manner specified below. <br /> <br />Proportionate Share of Costs. Each City’s proportionate share of the <br />cost of services (“Proportionate Share of Costs”) provided under this <br />Agreement shall be calculated as a percentage representing: <br /> <br />a. That City’s percentage of total field services provided, averaged <br />over the prior three calendar years; <br /> <br />b. That City’s percentage of total shelter services provided, averaged <br />over the prior three calendar years; <br /> <br />c. With field services weighted at 41% and shelter services weighted <br />at 59%. <br /> <br />Net Program Costs. Each City shall pay the net program costs <br />attributable to that City (“Net Program Costs”) which will be calculated <br />as follows: <br /> <br />a. Determine total expenses for all services including Administrative <br />Costs as defined in Section 2 of this Agreement and Animal Control <br />Contractor and Animal Licensing Contractor costs; <br /> <br />b. Subtract all revenue received, not including licensing revenue; <br /> <br />c. Attribute the balance to each City based on that City’s <br />Proportionate Share of Costs. <br /> <br />d. Subtract from each City’s share of the balance the actual licensing <br />revenue collected for that City during the previous calendar year. <br /> <br />Annual Invoices. Each City will be invoiced for its Net Program Costs <br />as follows: <br /> <br />a. The County will calculate each City’s Proportionate Share of Costs, <br />estimate Net Program Costs for the following fiscal year (July 1 – <br />June 30), and will send an estimated invoice containing that <br />information to each City no later than March 31st of each year; <br /> <br />b. The County will send a final invoice (“Final Invoice”) based on <br />actual Net Program Cost to each City no later than December 15th <br />of each year; and <br /> <br />c. Each City shall pay the County the amount shown on the Final <br />Invoice no later than February 28th of each year. <br />
