Proposed Work Program <br /> <br />June 2021 City of Redwood City / Gatekeeper Projects Subsequent EIR 2 <br />environmental science associates <br /> <br />In addition to adjustments to DTPP development caps, the DTPP amendments for the Gatekeeper Projects <br />would include adjustments to parking ratios, boundaries (e.g., to include the 651 El Camino Real Gatekeeper <br />project), and/or circulation and other development standards, as needed. <br />The City anticipates that the Gatekeeper Projects would be subject to environmental analysis under CEQA, and <br />General Plan and DTPP amendment adoptions. Further, the City envisions that a subsequent program-level EIR <br />would be required under CEQA to provide environmental clearance for the Gatekeeper proposals. The City <br />indicates the Subsequent EIR (SEIR) would build off the DTPP Final EIR and would only contain updated <br />environmental analysis as necessary for the project as revised. <br />The City further assumes that while each of the individual development proposals that comprise the Gatekeeper <br />Projects would be generally described in the EIR, the environmental analysis would not focus specifically each <br />individual development proposal. Rather, it is expected that the Gatekeeper Projects EIR would each assess the <br />collective impacts of the project at a programmatic level. <br />Lastly, the City assumes that once the proposed DTPP amendments are adopted and the program level final <br />SEIR is certified, a consistency initial study checklist would be completed for each individual development <br />proposal to determine whether each proposal would result in any new environmental effects not identified in <br />the DTPP Final EIR or the SEIR. The City indicates the consistency check process, however, is not part of the <br />subject SEIR scope of work. <br />Scope of Services <br />Task 1: Notices of Preparation, Project Description, Scoping Meeting <br />Notices of Preparation. ESA will prepare a draft and final Notice of Preparation (NOP) for the SEIR as required by <br />CEQA Guidelines Section 15082. To assist in maintaining the City’s fast-track schedule, an Initial Study will not <br />be included as an attachment to the NOP. If desired by the City, however, an Initial Study could be prepared <br />concurrent with, and included as an attachment to, the Draft SEIR. We have used this approach on other <br />projects as a way to focus out certain environmental topics from analysis when they would clearly be less than <br />significant. ESA will create a web-ready electronic copy of the NOP for posting on the City’s website and on the <br />State Clearinghouse’s CEQAnet database. <br />Project Description. The proposed Gatekeeper Projects will be described in the Draft SEIR in text, tabular, and <br />graphic form. The Project Descriptions will draw from information about the projects provided by the City team <br />and its consultants. Given the complexity of the project, ESA will take care to organize and present this <br />information clearly. We will provide the City with draft project descriptions for review/sign-off prior to initiating <br />the technical analyses for the EIR. <br />Scoping Meeting. During the 30-day NOP public comment periods, ESA will participate in a public scoping <br />meeting for the Gatekeeper Projects, in support of City staff. If needed, ESA can arrange for a court reporter at <br />the scoping meetings to prepare a transcript and officially document the oral testimony (as an optional task). <br />Following the close of the 30-day public scoping period for the NOP, ESA will review and catalog the scoping <br />comments received on the NOP, provide this summary to the City, and determine if any changes or refinements <br />are required in the SEIR scope of analysis. <br />REV: 06-23-21 MI <br />ATTY/AGR.2021.150/Environmental Sciences Associates (Gatekeeper Projects) (Page 12 of 58)
