Proposed Work Program June 2021 City of Redwood City / Gatekeeper Projects Subsequent EIR 3 environmental science associates Task 2: Prepare Administrative Draft SEIR The project team will prepare the Administrative Draft of the SEIR in electronic form (Word and PDF). The Administrative Draft SEIR will be prepared in accordance with current City guidelines. City staff will review the Administrative Draft SEIR and provide ESA with one consolidated set of non-contradictory comments on the SEIR. The following discussion presents our approach to the SEIR and strategic considerations related to the preparation and presentation of individual sections. Introduction. The Introduction will briefly describe the CEQA process; the principal characteristics and objectives of the proposed project, the City’s planning process and its relationship to the General Plan and DTPP, the environmental review process, and the procedural steps by which the SEIR will be processed. Summary Section. The Summary will describe the proposed project and alternatives, and will provide a summary table that outline significant environmental effects, mitigation measures, and residual levels of impact significance after mitigation, along with a brief narrative regarding principal areas of public controversy. Impact Sections. Although all of the environmental considerations in the CEQA Guidelines Appendix G checklist will be considered, for purposes of scoping, the SEIR is expected to address in detail the following environmental topics, consistent in format with the DTPP Final EIR:  Land Use and Planning  Population and Housing  Aesthetics and Shadows  Cultural and Historic Resources (including Paleontological and Tribal Cultural Resources)  Public Services (including Recreation)  Transportation  Utilities and Infrastructure (including Hydrology and Water Quality)  Noise and Vibration  Air Quality  Climate Change (Greenhouse Gas Emissions, Energy and Sea Level Rise)  Hazards and Hazardous Materials  Biological Resources  Geology and Soils Each SEIR technical section will include an existing environmental setting, focusing on any changes in environmental conditions which may have occurred since the DTPP EIR was prepared; and a regulatory setting that will include any applicable changes to plans, policies and regulations. Consistent with the CEQA Guidelines and case law, the DTPP as reviewed in the DTPP Final EIR would be treated as part of the baseline for subsequent environmental review. The appropriate CEQA significance criteria for each topic in the SEIRs will be developed in consultation with the City. Each SEIR impact analysis will include any new supplemental impact findings, including impacts which may have changed due to new information, changed circumstances, or proposed amendments to the DTPP to accommodate the Gatekeeper Projects, and therefore, were not considered in the previous CEQA document; and any supplemental mitigation recommendations to avoid or reduce impact changes or new impacts not identified in the previous CEQA documents.
