Proposed Work Program <br /> <br />June 2021 City of Redwood City / Gatekeeper Projects Subsequent EIR 4 <br />environmental science associates <br /> <br />Cumulative Impacts. Consistent with the format for the DTPP Final EIR, a separate cumulative impacts section <br />will be provided in the SEIR. The cumulative analysis will assess where cumulative impacts are significant <br />compared to baseline conditions, and when the project’s incremental effect is cumulatively considerable. The <br />cumulative impact analysis in the SEIR will use the same approach as the DTPP Final EIR cumulative impact <br />analysis, which relied on a combined projections/list-based approach. <br />Alternatives. The DTPP Final EIR formally addressed five alternatives to the DTPP, including the required no- <br />project alternative, and alternatives with reduced development capacity, reduced building heights, revised <br />maximum allowable development caps, and revised historic resource preservation regulations. The alternatives <br />assessment in the SEIR will tier from the alternatives analysis in the DTPP Final EIR, and in consultation with the <br />City, the SEIRs will consider alternatives to the plan amendments proposed to accommodate the Gatekeeper <br />Projects, including the CEQA-required no-project and environmentally superior alternatives. The SEIR will also <br />identify any alternatives considered but excluded from analysis in the SEIRs, and will explain the reasons for <br />their exclusion. <br />Statutory Sections. The SEIR will contain the following additional statutory sections, as required by CEQA: <br /> Significant Environmental Effects (including significant, unavoidable effects) <br /> Effects Found Not to be Significant, including Agriculture and Forestry Resources, Mineral Resources, and <br />Wildfire <br /> Growth-Inducing Impacts <br /> Distribution List, and Persons and Organizations Consulted <br />ESA will prepare the discussion of each of these topics based on the analyses presented in the SEIR. <br />Appendices. Supporting technical studies, including those for transportation, air quality, noise, or other <br />technical topics may be included as appendices to the Draft SEIR, as appropriate. However, the Draft SEIR will be <br />a self-contained document, fully comprehensible without references to appendices. <br />See Technical Issues and Approaches, below, for discussions of the scopes of work to be conducted under each <br />technical topic in the Administrative Draft SEIR. <br />Task 3: Prepare Screencheck Draft SEIR <br />After City planning staff have reviewed and commented on the Administrative Draft SEIR, ESA will incorporate <br />the necessary revisions into the documents, and will submit one electronic copy of the screencheck Draft SEIR <br />(Word and PDF) for City review. City staff will review the screencheck Draft SEIRs and provide ESA with one <br />consolidated set of non-contradictory comments on the SEIR. <br />Task 4: Prepare Published Draft SEIR <br />Upon City staff approval, ESA will submit a limited number of hardcopies of the Draft SEIR (if requested; <br />20 assumed), and an electronic copy, including a web-ready electronic copy for posting on the City’s website <br />and on the State Clearinghouse’s CEQAnet database. ESA will support City staff at the public hearing on the <br />Draft SEIR, if scheduled, and if needed, ESA can arrange for a court reporter at the Draft SEIR Public Hearings to <br />prepare a transcript and officially document the oral testimony (as an optional task). <br />REV: 06-23-21 MI <br />ATTY/AGR.2021.150/Environmental Sciences Associates (Gatekeeper Projects) (Page 14 of 58)
