Proposed Work Program <br /> <br />June 2021 City of Redwood City / Gatekeeper Projects Subsequent EIR 5 <br />environmental science associates <br /> <br />Task 5: Prepare Administrative Final SEIR <br />At the conclusion of the 45-day public review period for the Draft SEIR, ESA will discuss the comments received, <br />and the appropriate responses and response strategies to those comments, with City planning staff. It is <br />anticipated that ESA and the City planning staff will agree on the overall approach to responding to comments <br />and will assign specific tasks associated with the preparation of these responses. <br />The Administrative Final SEIR will contain a list of agencies, organizations and persons that commented on the <br />Draft SEIR; copies of comments received on the Draft SEIR; and written responses to those comments. The <br />written responses would also reflect revisions to the Draft SEIR to clarify or correct information in the Draft SEIR. <br />Should the public comments raise issues not previously within the scope of work, ESA would consult with City <br />staff to achieve cooperative resolution of the out-of-scope issues. <br />ESA will submit one electronic copy of the Administrative Draft Final SEIR (WORD and PDF) to the City for review. <br />City staff will review the documents and provide ESA with one consolidated set of non-contradictory comments <br />on the Administrative Final SEIR. <br />Task 6: Prepare Published Final SEIR <br />ESA will incorporate the necessary revisions into the Administrative Final SEIR, and prepare and submit a limited <br />number of hardcopies of the Final SEIR (if requested; 20 assumed), and electronic copies, including a web-ready <br />electronic copy for posting on the City’s website and on the State Clearinghouse’s CEQAnet database. <br />Task 7: Prepare Mitigation Monitoring and Reporting Programs and Notices of <br />Determination, CEQA Findings of Fact, and AB 52 Tribal Consultation <br />Mitigation Monitoring and Reporting Program. ESA will prepare a Mitigation Monitoring and Reporting Program <br />(MMRP) based on the SEIR in compliance with Public Resources Code Section 21081.6, CEQA Guidelines Section <br />15097, and City requirements. For any significant impact identified in the SEIR, the MMRPs will describe the <br />required mitigation and the responsible parties, tasks, and schedule for monitoring mitigation compliance. <br />Notice of Determination. ESA will prepare a Notice of Determination (NOD) for the project, consistent with CEQA <br />Guidelines Section 15094. ESA will file the NOD on the State Clearinghouse’s CEQAnet database within five days <br />after the City decision-makers approve the plan amendments for which the Final SEIR was prepared. The City <br />will post the NOD locally. <br />CEQA Findings of Fact. ESA will assist the City in preparing the CEQA Findings of Fact needed for Final EIR <br />certification and project approvals. ESA will prepare draft findings subject to one round of review and comment <br />by the City prior to finalizing the findings. <br />Native American Correspondence. In accordance with the provisions of Assembly Bill (AB) 52, ESA will contact the <br />Native American Heritage Commission (NAHC) to request information on known sacred sites within the project <br />area and a list of contacts for Native American tribes who may have an interest in the proposed project. ESA will <br />initiate preliminary consultation through distribution of correspondence via certified mail to the tribes identified <br />by the NAHC; however, government to government consultation will be conducted between the tribes and the <br />City. This task includes one round of letters to tribes.
