Proposed Work Program <br /> <br />June 2021 City of Redwood City / Gatekeeper Projects Subsequent EIR 6 <br />environmental science associates <br /> <br />Task 8: Meetings and Public Hearing Attendance <br />Meetings and Public Hearings. As requested by the City, it is assumed ESA staff will attend a minimum of 4 (with <br />option of up to 8) meetings and public hearings, and F&P staff will attend a minimum of 3 meetings and public <br />hearings. It is assumed these may be associated with, but not limited to, public scoping meeting, Draft SEIR <br />public hearing, and Final EIR public hearings. <br />Internal Meetings with City Staff. ESA also proposes regular conference call meetings with City staff over the <br />course of the SEIR preparation. ESA assumes these meetings would be held approximately bi-weekly. <br />ESA and F&P team members will be available to attend additional meetings and hearings beyond those included <br />in the proposal on a time-and-materials basis at City’s request. <br />Te chnical Issues and Approaches <br />Key issues, tasks and assumptions for each environmental topic are addressed below. <br />La nd Use and Planning <br />The DTPP Final EIR determined land use and planning impacts under the DTPP would be less than significant. <br />The proposed Gatekeeper Projects would include General Plan and DTPP amendments to increase the amount <br />of commercial and residential development allowed, and would also make adjustments to plan area boundaries <br />and development standards applicable within the DTPP area. The effects of these and other proposed changes <br />on community division/disruption, land use compatibility, and consistency with applicable plans (including, but <br />not limited to General Plan, DTPP, and regional land use plans), will be addressed in the SEIR. <br />Po pulation and Housing <br />The DTPP Final EIR determined population and housing impacts under the DTPP would be less than significant. <br />The proposed amendments under the Gatekeeper Projects would allow an increase in development within the <br />DTPP area resulting in additional dwelling units, as well as new employment associated, which could potentially <br />increase the demand for housing in the region. The effects of these and other proposed changes under the <br />Gatekeeper Projects on population and housing, growth inducement, and potential displacement, will be <br />addressed in the SEIR. <br />Aesthetics and Shadows <br />The DTPP area is the City’s most urban and densest district. The DTPP includes building height regulations <br />(ranging from 3 stories to 12 stories), and other regulations to provide for compatibility with historic resources <br />and adjacent low-rise residential neighborhoods, minimize shadow, and provide access to natural light and air. <br />The DTPP indicates that compliance with its building height and disposition regulations is sufficient to achieve <br />compliance with the DTPPs shadow guidelines as well. The DTPP Final EIR determined aesthetic impacts under <br />the DTPP would be less than significant. <br />The proposed Gatekeeper Projects would accommodate an increase in commercial and residential <br />development, and adjustments to boundaries and development standards, within the DTPP area. Currently, <br />there are no proposed changes to the height standards in the DTPP area.
