Proposed Work Program <br /> <br />June 2021 City of Redwood City / Gatekeeper Projects Subsequent EIR 7 <br />environmental science associates <br /> <br />proposed changes as it relates to effect on scenic vistas and scenic resources, conflicts with zoning and <br />regulations regarding scenic quality, light and glare, and shadows will be addressed in the SEIR. <br />Optional Task 1 – Visual Massing Illustrations / Shadow Analysis for 651 El Camino Real, <br />2300 Broadway (including 609 Price Avenue), and 1900 Broadway <br />Prevision Design’s optional scope of work in full is included in Appendix A. Under this optional task, Prevision <br />Design will prepare visual massing illustrations and shadow analysis for three Gatekeeper projects: 651 El <br />Camino Real, 2300 Broadway (including off-site residential housing at 609 Price Avenue), and 1900 Broadway. <br />Visual Massing Illustrations: Prevision Design shall use the 3D model developed for the shadow analysis <br />(described below) for the program-level visual simulations model. Prevision Design will mockup potential <br />viewpoints using web-based Google Earth and/or ESRI services to select potentially appropriate viewpoints for <br />visual simulations. These will be presented for review and selection prior to site photography. Task assumes <br />preparation work, attendance at a working meeting, and production of a viewpoint map. Three views per <br />project assumed (12 sims total). Prevision will conduct site photography at predetermined locations to <br />generate existing condition views for use as the base of visual simulations. Prevision Design will select and <br />present the best viewpoints + alternates from all the locations photographed and present for review and <br />selection of the final base viewpoints. Using the approved viewpoint photos, Prevision will align the 3D model <br />viewpoint to match the perspective and scale of each viewpoint photo. Using conceptual rendering techniques <br />Prevision Design will generate draft photo simulations of the project in each of the viewpoint’s context for <br />review and comment. Upon approval of these draft views, final views will be generated which will include fine <br />tuning, and Photoshop work to clean up foreground and background details and add additional site context, as <br />necessary. <br />Shadow Analysis: Prevision Design shall gather urban 3D model data, along with a model of the proposed <br />projects to build a virtual 3D environment which will used to analyze the total shadow effects that would be <br />created by the addition of the proposed projects to the existing conditions. Pursuant to the provisions of the <br />DTPP Final EIR, Prevision Design will evaluate the: shadow effects of the proposed three projects, if any, on: <br />1. The 10 open spaces identified by the 2010 EIR (as applicable). <br />2. Façades of residential structures adjacent to the DTPP areas. <br />3. Façades of 22 potentially affected historic structures identified by the 2010 EIR (as applicable). <br />The analysis will focus of total shadow cast on these elements at 12 noon on the Spring Equinox (3/21) and <br />determine if the total shading is greater than 50 percent at that time. <br />Optional Task 2 – Update Existing Conditions Analysis <br />Under this optional task, Prevision will develop updated graphical analyses of the shadow effects of all <br />current/existing development on open spaces, historic facades, and residential structures adjacent to the <br />DTPP/NDPP areas <br />Cu ltural and Historic Resources (including Paleontological and Tribal Cultural Resources) <br />Historic Resources: The DTPP area contains a variety of individual designated and potential historic resources, <br />as well as historic districts. Consistent with the DTPP Final EIR, impacts on historic resources as a result of <br />additional development on properties within the DTPP area would be significant and unavoidable.
