Proposed Work Program

June 2021 City of Redwood City / Gatekeeper Projects Subsequent EIR 8
environmental science associates

Properties, would lessen but not eliminate impacts. The proposed amendments under the Gatekeeper Projects
would provide increased development within the DTPP boundaries, potentially contributing to the previously
identified significant impacts. The effects from increased development in and adjacent to cultural and historic
resources will be addressed in the SEIR. This includes a reconnaissance survey of properties that have reached
historic age since the DTPP Final EIR, as well as 651 El Camino Real Gatekeeper project, which will be added to
the DTPP boundary and was not originally included in the historic resource identification for the DTPP, and the
609 Price Avenue housing site that is located outside the DTPP boundary. It is expected that implementation of
similar mitigation measures would result in similar reductions to identified impacts but may not reduce them to
less than significant.
Archaeological Resources: Downtown Redwood City is located on alluvial soils within historical wetlands that
have high potential for archeological resources. The DTPP Final EIR determined that potentially significant
impacts related to encountering archaeological resources during construction of projects under the DTPP would
be mitigated to a less than significant level through construction personnel training, and implementation of
protocols for avoidance and/or data recovery of resources, as needed. While the Gatekeeper Projects would
involve additional ground disturbance and excavation within the DTPP area, it is expected that implementation
of similar mitigation would ensure effects on archaeological resources under the Gatekeeper Projects would be
less than significant.
Tribal Cultural Resources: Since the DTPP Final EIR was adopted, under AB 52, consultation with California
Native American Tribes is now required for projects under CEQA review; and Appendix G of the CEQA Guidelines
now includes significance criteria for addressing effects on tribal cultural resources. Accordingly, the SEIR will
address the potential for construction of new development that would occur under the Gatekeeper Projects to
change the significance of potential tribal cultural resources.
Paleontological Resources: The DTPP Final EIR also determined the potentially significant impact associated
with encountering paleontological resources during deep subsurface construction would be mitigated with a
requirement for each development project to assess the potential for paleontological resources, and if
encountered, implement provisions to address such resources. The and Gatekeeper projects would involve
projects that require additional deep subsurface disturbance, and it is expected that implementation of similar
mitigation measures would ensure effects on paleontological resources would be less than significant.
Public Services (including Recreation)
The DTPP Final EIR determined public services and recreation impacts under the DTPP would be less than
significant.
The Gatekeeper Projects would accommodate an increase in commercial and residential development and
population in the DTPP area, and consequently, would generate an increase in demand for public services and
recreation. The SEIR will address this additional demand on the need for new or altered police, fire and
emergency medical services, schools and parks, the construction of which could cause environmental effects;
and on the potential for recreational facilities to experience substantial deterioration.
Tr ansportation (VMT and LOS)
Fehr and Peers (F&P) scope of work in full is included in Appendix B. F&P will prepare a transportation
assessment (TA) report for the Gatekeeper Projects that will evaluate the CEQA transportation impacts and non-
REV: 06-23-21 MI
ATTY/AGR.2021.150/Environmental Sciences Associates (Gatekeeper Projects) (Page 18 of 58)
