Fehr & Peers Understanding and Approach: Redwood City Professional <br />Environmental Services – Gatekeeper Project <br />Fehr & Peers has worked closely with Redwood City on numerous planning efforts and CEQA-related <br />projects over the years including the 2010 General Plan and recent studies like RWCmoves, South Main <br />Street Mixed-Use development, and the City’s new Transportation Analysis Manual (TAM), which <br />implements SB 743. Through these studies we have gained a deep knowledge of Redwood City’s travel <br />patterns and how land use changes affect travel within the City. <br />Based on this understanding we will work closely with the project team to conduct the transportation <br />analysis for the Gatekeeper project consistent with the City’s recently adopted TAM. Our approach for <br />this project involves the following key elements: <br /> The CEQA process will rely on VMT as the primary metric of impact threshold for the Gatekeeper <br />project. The Gatekeeper project is likely to have VMT impacts that require mitigation, such as <br />transportation demand management (TDM) program elements consistent with the City’s TDM <br />requirements. <br /> For the local transportation (non-CEQA) analysis we will apply a balanced approach to evaluate <br />all modes of travel, including pedestrian, bicycle, transit, and vehicle circulation networks. For the <br />individual Gatekeeper projects will provide a qualitative assessment of site-access and circulation. <br />A more detailed site access and circulation assessment would need to be provided in subsequent <br />review stages for the individual Gatekeeper projects. <br />Based on the outlined approach, we propose the following task items. <br />Transportation Assessment <br />Our scope assumes that many of the transportation assessment (TA) tasks can be coordinated between <br />both the Gatekeeper and Transit District projects to help streamline data needs, documentation, and <br />schedule. The scope outline below is specifically for the Gatekeeper Project and notes where efficiencies <br />with the Transit District project are assumed. <br />Task 1 – Environmental Review <br />Under this task we will apply the C/CAG model to evaluate VMT impacts for each the Gatekeeper <br />project. This task assumes that individual Gatekeeper projects are treated as one project, even if the <br />project sites are located within and outside of the DTPP boundaries. The impact analysis will include <br />evaluation of both project generated VMT under baseline conditions and project effect on VMT under <br />year 2040 cumulative conditions consistent with the City’s TAM. Since both the Transit District and <br />Gatekeeper projects are reasonably foreseeable, the cumulative no project scenario for the Gatekeeper <br />project will include the Transit District project.
