transportation network design modifications and/or TDM strategies to reduce the number and/or <br />length of vehicle trips. <br />In addition, Fehr & Peers will qualitatively assess CEQA transportation impacts based on the non-VMT <br />CEQA Guideline criteria that address whether the project would: <br />a) Conflict with a program, plan, ordinance, or policy addressing the circulation <br />system, including transit, roadway, bicycle, and pedestrian facilities <br />b) Substantially increase hazards due to a geometric design feature (e.g., sharp curves <br />or dangerous intersections) or incompatible uses (e.g., farm equipment) <br />c) Result in inadequate emergency access <br /> <br />Task 1.2 – Data for Air Quality and Noise Analysis <br />To support the air quality and noise analysis, we will develop base year and cumulative volumes from <br />the C/CAG model. Specifically, we will provide the following: <br />For Air Quality and Greenhouse Gas Emissions Analysis: <br />1. Average Daily Vehicle Trips associated with base year model land uses in Redwood City <br />2. VMT associated with base year land uses in the Redwood City <br />3. Average Daily Vehicle Trips associated with 2040 without Project and 2040 with Project land <br />uses in Redwood City (at the planning horizon) <br />4. VMT associated with the 2040 without Project and with Project land uses in Redwood City <br />For Noise Analysis <br />1. Daily Segment Traffic Volumes for base year for all segments analyzed <br />2. Daily Segment Traffic Volumes for 2040 without Project and 2040 GP Plan Year for all <br />segments analyzed <br />3. Speed limits on the segments for existing and future time frames, if available <br />This task assumes we will rely on C/CAG’s base year model outputs for existing conditions. <br />Task 2 – Local Transportation Analysis <br />The local transportation analysis will provide a balanced level of analysis for all modes of travel to <br />evaluate pedestrian, bicycle, transit, and vehicle circulation networks. The local transportation analysis <br />is conducted for City requirements outside of CEQA. <br />Our scope assumes that we will evaluate the project under Existing and Cumulative conditions without <br />and with the Project for the standard AM and PM commute peak periods. <br />Task 2-1: Trip Generation and Study Area <br />One of the first tasks is to establish the study area limits and identify the study intersections, freeway <br />segments, and freeway ramps using the trip generation and trip assignment for the Gateway project. <br />We will present the trip generation estimates for the project based on the final project descriptions <br />provided by the EIR consultant. <br />REV: 06-23-21 MI <br />ATTY/AGR.2021.150/Environmental Sciences Associates (Gatekeeper Projects) (Page 44 of 58)
