To the extent feasible, we will rely on the trip generation rates published in RWCmoves for proposed
residential and office development. We will use ITE trip generation rates (with any appropriate
adjustments) for the retail component of the projects. As applicable, we will use MainStreet to estimate
potential reductions in vehicle trips that may be appropriate based on the local mix of land uses,
demographics of the neighborhood, and proximity to transit. It should be noted that the RWCmoves trip
rates already account for most of the MainStreet reduction factors and would only be further reduced
after consultation with City staff.
We will assign each project’s vehicle trips from each of the Gatekeeper projects to the roadway network
based on existing travel patterns in the area; considering the closure of Hamilton Road (between
Marshall Street and Broadway) proposed by the 2300 Broadway development. The results of the trip
generation and assignment will be used to refine the study intersections, freeway segments, and
freeway ramps for each project. Fehr & Peers will prepare a memorandum summarizing the vehicle trip
generation and assignments for the Gatekeeper projects and submit them to Redwood City staff for
review. We will confirm the study locations with Redwood City Staff prior to collecting data in Task 2-2.
Our scope and fee assume the analysis of 20 intersections for the Gatekeeper project as outlined below:
1. US 101 Northbound Off-Ramp/Whipple Avenue
2. Veterans Boulevard/Whipple Avenue
3. Veterans Boulevard/Jefferson Avenue
4. Veterans Boulevard/Maple Street
5.
