<br />Freeway Ramps: <br /> Northbound U.S. 101 / Whipple Avenue On-ramp <br /> Northbound U.S. 101 / Woodside Road On-ramp <br /> Northbound U.S. 101 / Woodside Road Off-ramp <br /> Southbound U.S. 101 / Woodside Road On-ramp <br /> Southbound U.S. 101 / Woodside Road Off-ramp <br /> <br />Task 2-2: Data Collection <br />Fehr & Peers will compile any available intersection turning movement counts conducted for other recent <br />studies from City staff and from our own project files. This task assumes the City has available intersection <br />counts from previous studies (such as South Main Street) for all of the study intersections. <br />We will collect counts for the freeway segments and ramps during the AM and PM peak periods using the <br />Caltrans PeMS database and any available data from recent studies. <br />Fehr & Peers will conduct a site visit during the weekday morning and evening peak periods to observe <br />existing transportation conditions surrounding the project site areas. This will include observations of traffic <br />flow (with the understanding that these represent COVID-level traffic conditions), as well as, verification of <br />pedestrian, bicycle, and transit facilities. <br />Task 2-3 – Existing Conditions <br />Our scope assumes that we will conduct a single existing conditions analysis to use as a baseline for both <br />the Transit District and Gatekeeper projects. However, for the Gatekeeper project, only the relevant <br />information will be reported for each project based on the study areas described above under Task 2-1. <br />Fehr & Peers will calculate the existing AM and PM peak hour levels of service for the study intersections <br />and freeway segments using the traffic counts and site observations collected in Task 2-2. We propose to <br />use the Synchro analysis platform for intersection analysis, which is consistent with City of Redwood City <br />practices. We will conduct the freeway segment and ramp analysis using methodologies that are consistent <br />with other Redwood City recent studies for the locations listed above. <br />In addition to the traffic analysis, we will qualitatively describe pedestrian, bicycle, and transit facilities in the <br />study area, with an emphasis on access to and within the downtown. <br />Task 2-4 – Existing Plus Project Conditions <br />Fehr & Peers will add the project-generated vehicle trips developed in Task 2-1 (and revised based on city <br />staff comments) to the existing conditions traffic volumes developed in Task 2-2 to create Existing Plus <br />Project Conditions traffic volumes. <br />Fehr & Peers will complete an impact assessment by comparing the results of Existing Plus Project <br />Conditions to the Existing (no Project) Conditions for the study locations. Identification of adverse effects <br />will be determined by comparing the results to the City’s significance criteria presented in the TAM.
