Task 4-5 – Cumulative Conditions <br />Fehr & Peers will review recent studies conducted within the study area, including South Main Street and <br />Harbor View projects, to develop a Cumulative No Project turning movement forecast. We will use the same <br />C/CAG model runs from the South Main Street and Harbor View projects to develop AM and PM peak hour <br />freeway segment and ramp forecasts. <br />Fehr & Peers will complete an adverse effects assessment by comparing the results of Cumulative Plus <br />Project Conditions to the Cumulative No Project Conditions. Identification of impacts will be determined by <br />comparing the results to the City’s significance criteria. We will identify mitigation measures for significant <br />impacts and discuss feasibility and implementation factors with City Staff for comment and concurrence <br />prior to completing the study. <br />Task 4-6 – Multimodal Analysis <br />The Gatekeeper project is anticipated to require a qualitative evaluation of the project’s potential <br />adverse or beneficial effects on transportation facilities and services related to pedestrians, bicycles, <br />transit. This will include conceptual recommendations consistent with multimodal improvements <br />identified in RWCmoves, the El Camino Real Corridor Plan, other relevant plans. <br />Task 4-7 -Rail Crossings <br />The existing at-grade crossings are located at Whipple Road, Brewster Avenue, Broadway, Maple Street, <br />Main Street, and Chestnut Street. As part of this task, we will develop a VISSIM model to evaluate <br />operations at the six existing at-grade rail crossings and the intersections directly east and west of the <br />crossings, which include the following eleven locations: <br />1. Whipple Avenue/Arguello Street <br />2. Whipple Avenue/El Camino Real <br />3. Brewster Avenue/Arguello Street <br />4. Brewster Avenue/El Camino Real <br />5. Marshall Street/Arguello Street <br />6. Broadway/El Camino Real <br />7. Maple Street/Main Street <br />8. Maple Street/Lathrop Street <br />9. Main Street/Beech Street <br />10. Chestnut Street/Heller Street <br />11. Chestnut Street/Main Street <br />The City is currently considering several grade separation alternatives, including what is known as <br />Alternative 1 (grade separation at all six locations) and Alternative 3 (grade separation only at Whipple <br />Avenue and Brewster Avenue, with the Broadway crossing closed to vehicular access). <br />As part of this task, we will develop a VISSIM model under Cumulative No Build, Cumulative plus <br />Alternative 1, and Cumulative plus Alternative 3 scenarios. The Cumulative No Build scenario will include <br />both the Transit District and Gatekeeper projects. We will work with the City to determine which transit <br />service improvements, such as High Speed Rail, we should account for in the rail schedule/gate down <br />time.
