Karl Heisler
June 18, 2021
Page 3

n\m\c\Redwood City\LP\2021 ESA\Gatekeeper

• Perform Hydraulic Evaluation for Normal Operations, Peak Hour Demand Conditions:
Perform a peak hour demand evaluation for existing conditions (existing conditions in the
current water system hydraulic model) and for potable water system buildout conditions
including Project demands, to determine the hydraulic impact of the Project on the City’s
existing Main Pressure Zone water system. If a significant impact to water service performance
in the nearby area is determined by the City, West Yost will identify potable water system
improvements to the existing system within the nearby areas to improve water system
performance. Utilize the City’s hydraulic design criteria for normal operation conditions that
are documented in the City’s 2011 Water Master Plan. West Yost shall prepare a map showing
pre- and post-project water pressures at each hydrant in the project area.
Task 1. City Data Requirements:
• Potable water demands for the Project area for existing and buildout conditions.
• Hydrant test data for C-factor adjustment.
• Data for estimating the Main City pressure zone demands.
• Flow rates and pressure information at the SFPUC turnouts.
Task 2. Evaluate Recycled Water System
In this task, West Yost will perform a recycled water system analysis to determine recycled water
infrastructure requirements to serve the Project development. Budgeting assumes that the City will
provide a copy of the City’s recycled water system model, and that only minor updates, as noted in this
task, will be required for system evaluation. Pressure and flow results will be shown clearly on maps.
Final model files will be submitted to the City in EPAnet format. The following work will be performed:
• Update the Hydraulic Model: Update the City’s existing recycled system hydraulic model by
allocating irrigation and dual-plumbing demands provided by the City for the Project area.
Note that with both irrigation and dual-plumbing demands on the site, the night-time
irrigation loading may control.
• Perform Hydraulic Evaluation for Peak Hour Irrigation Demand Conditions: Perform a peak
hour demand evaluation for the recycled water system at buildout conditions with the
Project demands included, to determine the hydraulic impact of the Project on the City’s
recycled water system. Utilize hydraulic evaluation criteria provided by the City for the
recycled water system operation.
• Revised Layout Plan for Downtown Area: It is assumed that the revised layout plan for the
recycled water pipelines in the downtown area that was previously developed with the City
will be used for this analysis. It is assumed that no further revisions to this plan will be needed.
Task 2. City Data Requirements:
• Recycled water demands for the Project area for existing and buildout conditions
• Most recent version of the recycled water model
• List of recycled water customers to be considered with associated demands to use
REV: 06-23-21 MI
ATTY/AGR.2021.150/Environmental Sciences Associates (Gatekeeper Projects) (Page 53 of 58)
