Proposed Work Program June 2021 City of Redwood City / Transit District Subsequent EIR 2 Environmental science associates REV: 06-22-21 MI The City further assumes that while each of the individual development proposals that comprise the Transit District would be generally described in the EIR, the environmental analysis would not focus specifically each individual development proposal. Rather, it is expected that the Transit District EIR would each assess the collective impacts of the project at a programmatic level. Lastly, the City assumes that once the proposed DTPP amendments are adopted and the program level final SEIR is certified, a consistency initial study checklist would be completed for each individual development proposal to determine whether each proposal would result in any new environmental effects not identified in the DTPP Final EIR or the SEIR. The City indicates the consistency check process, however, is not part of the subject SEIR scope of work. Scope of Services Task 1: Notices of Preparation, Project Description, Scoping Meeting Notices of Preparation. ESA will prepare a draft and final Notice of Preparation (NOP) for the SEIR as required by CEQA Guidelines Section 15082. To assist in maintaining the City’s fast-track schedule, an Initial Study will not be included as an attachment to the NOP. If desired by the City, however, an Initial Study could be prepared concurrent with, and included as an attachment to, the Draft SEIR. We have used this approach on other projects as a way to focus out certain environmental topics from analysis when they would clearly be less than significant. ESA will create a web-ready electronic copy of the NOP for posting on the City’s website and on the State Clearinghouse’s CEQAnet database. Project Description. The proposed Transit District will be described in the Draft SEIR in text, tabular, and graphic form. The Project Description will draw from information about the projects provided by the City team and its consultants. Given the complexity of the project, ESA will take care to organize and present this information clearly. We will provide the City with a draft project description for review/sign-off prior to initiating the technical analyses for the SEIR. Scoping Meeting. During the 30-day NOP public comment periods, ESA will participate in a public scoping meeting for the Transit District, in support of City staff. If needed, ESA can arrange for a court reporter at the scoping meetings to prepare a transcript and officially document the oral testimony (as an optional task). Following the close of the 30-day public scoping period for the NOP, ESA will review and catalog the scoping comments received on the NOP, provide this summary to the City, and determine if any changes or refinements are required in the SEIR scope of analysis. Task 2: Prepare Administrative Draft SEIR The project team will prepare the Administrative Draft of the SEIR in electronic form (Word and PDF). The Administrative Draft SEIR will be prepared in accordance with current City guidelines. City staff will review the Administrative Draft SEIR and provide ESA with one consolidated set of non-contradictory comments on the SEIR. The following discussion presents our approach to the SEIR and strategic considerations related to the preparation and presentation of individual sections.
