Proposed Work Program <br />June 2021 City of Redwood City / Transit District Subsequent EIR 3 <br />Environmental science associates <br />REV: 06-22-21 MI <br />Introduction. The Introduction will briefly describe the CEQA process; the principal characteristics and <br />objectives of the proposed project, the City’s planning process and its relationship to the General Plan and <br />DTPP, the environmental review process, and the procedural steps by which the SEIR will be processed. <br />Summary Section. The Summary will describe the proposed project and alternatives, and will provide a <br />summary table that outline significant environmental effects, mitigation measures, and residual levels of <br />impact significance after mitigation, along with a brief narrative regarding principal areas of public <br />controversy. <br />Impact Sections. Although all of the environmental considerations in the CEQA Guidelines Appendix G checklist <br />will be considered, for purposes of scoping, the SEIR is expected to address in detail the following <br />environmental topics, consistent in format with the DTPP Final EIR: <br />•Land Use and Planning <br />•Population and Housing <br />•Aesthetics and Shadows <br />•Cultural and Historic Resources (including Paleontological and Tribal Cultural Resources) <br />•Public Services (including Recreation) <br />•Transportation <br />•Utilities and Infrastructure (including Hydrology and Water Quality) <br />•Noise and Vibration <br />•Air Quality <br />•Climate Change (Greenhouse Gas Emissions, Energy and Sea Level Rise) <br />•Hazards and Hazardous Materials <br />•Biological Resources <br />•Geology and Soils <br />Each SEIR technical section will include an existing environmental setting, focusing on any changes in <br />environmental conditions which may have occurred since the DTPP EIR was prepared; and a regulatory setting <br />that will include any applicable changes to plans, policies and regulations. Consistent with the CEQA Guidelines <br />and case law, the DTPP as reviewed in the DTPP Final EIR would be treated as part of the baseline for <br />subsequent environmental review. The appropriate CEQA significance criteria for each topic in the SEIR will be <br />developed in consultation with the City. <br />Each SEIR impact analysis will include any new supplemental impact findings, including impacts which may <br />have changed due to new information, changed circumstances, or proposed amendments to the DTPP to <br />accommodate the Transit District, and therefore, were not considered in the previous CEQA document; and any <br />supplemental mitigation recommendations to avoid or reduce impact changes or new impacts not identified in <br />the previous CEQA document. <br />Cumulative Impacts. Consistent with the format for the DTPP Final EIR, a separate cumulative impacts section <br />will be provided in the SEIR. The cumulative analysis will assess where cumulative impacts are significant <br />compared to baseline conditions, and when the project’s incremental effect is cumulatively considerable. The <br />cumulative impact analysis in the SEIR will use the same approach as the DTPP Final EIR cumulative impact <br />analysis, which relied on a combined projections/list-based approach. <br />Alternatives. The DTPP Final EIR formally addressed five alternatives to the DTPP, including the required no- <br />project alternative, and alternatives with reduced development capacity, reduced building heights, revised <br />maximum allowable development caps, and revised historic resource preservation regulations.
