Proposed Work Program June 2021 City of Redwood City / Transit District Subsequent EIR 4 Environmental science associates REV: 06-22-21 MI alternatives assessment in the SEIR will tier from the alternatives analysis in the DTPP Final EIR, and in consultation with the City, the SEIR will consider alternatives to the plan amendments proposed to accommodate the Transit District, including the CEQA-required no-project and environmentally superior alternatives. The SEIR will also identify any alternatives considered but excluded from analysis in the SEIR, and will explain the reasons for their exclusion. Statutory Sections. The SEIR will contain the following additional statutory sections, as required by CEQA: •Significant Environmental Effects (including significant, unavoidable effects) •Effects Found Not to be Significant, including Agriculture and Forestry Resources, Mineral Resources, and Wildfire •Growth-Inducing Impacts •Distribution List, and Persons and Organizations Consulted ESA will prepare the discussion of each of these topics based on the analyses presented in the SEIR. Appendices. Supporting technical studies, including those for transportation, air quality, noise, or other technical topics may be included as appendices to the Draft SEIR, as appropriate. However, the Draft SEIR will be a self-contained document, fully comprehensible without references to appendices. See Technical Issues and Approaches, below, for discussions of the scopes of work to be conducted under each technical topic in the Administrative Draft SEIR. Task 3: Prepare Screencheck Draft SEIR After City planning staff have reviewed and commented on the Administrative Draft SEIR, ESA will incorporate the necessary revisions into the documents, and will submit one electronic copy of the screencheck Draft SEIR (Word and PDF) for City review. City staff will review the screencheck Draft SEIR and provide ESA with one consolidated set of non-contradictory comments on the SEIR. Task 4: Prepare Published Draft SEIR Upon City staff approval, ESA will submit a limited number of hardcopies of the Draft SEIR (if requested; 20 assumed), and an electronic copy, including a web-ready electronic copy for posting on the City’s website and on the State Clearinghouse’s CEQAnet database. ESA will support City staff at the public hearing on the Draft SEIR, if scheduled, and if needed, ESA can arrange for a court reporter at the Draft SEIR Public Hearing to prepare a transcript and officially document the oral testimony (as an optional task). Task 5: Prepare Administrative Final SEIR At the conclusion of the 45-day public review period for the Draft SEIR, ESA will discuss the comments received, and the appropriate responses and response strategies to those comments, with City planning staff. It is anticipated that ESA and the City planning staff will agree on the overall approach to responding to comments and will assign specific tasks associated with the preparation of these responses. The Administrative Final SEIR will contain a list of agencies, organizations and persons that commented on the Draft SEIR; copies of comments received on the Draft SEIR; and written responses to those comments. The written responses would also reflect revisions to the Draft SEIR to clarify or correct information in the Draft ATTY/AGR.2021.149/ESA (Transit District CEQA) (Page 14 of 26)
