Proposed Work Program <br />June 2021 City of Redwood City / Transit District Subsequent EIR 5 <br />Environmental science associates <br />REV: 06-22-21 MI <br />SEIR. Should the public comments raise issues not previously within the scope of work, ESA would consult with <br />City staff to achieve cooperative resolution of the out-of-scope issues. <br />ESA will submit one electronic copy of the Administrative Draft Final SEIR (WORD and PDF) to the City for <br />review. City staff will review the documents and provide ESA with one consolidated set of non-contradictory <br />comments on the Administrative Final SEIR. <br />Task 6: Prepare Published Final SEIR <br />ESA will incorporate the necessary revisions into the Administrative Final SEIR, and prepare and submit a <br />limited number of hardcopies of the Final SEIR (if requested; 20 assumed), and electronic copies, including a <br />web-ready electronic copy for posting on the City’s website and on the State Clearinghouse’s CEQAnet database. <br />Task 7: Prepare Mitigation Monitoring and Reporting Programs, Notice of <br />Determination, CEQA Findings of Fact, and AB 52 Tribal Consultation <br />Mitigation Monitoring and Reporting Program. ESA will prepare a Mitigation Monitoring and Reporting <br />Program (MMRP) based on the SEIR in compliance with Public Resources Code Section 21081.6, CEQA <br />Guidelines Section 15097, and City requirements. For any significant impact identified in the SEIR, the MMRPs <br />will describe the required mitigation and the responsible parties, tasks, and schedule for monitoring mitigation <br />compliance. <br />Notice of Determination. ESA will prepare a Notice of Determination (NOD) for the project, consistent with <br />CEQA Guidelines Section 15094. ESA will file the NOD on the State Clearinghouse’s CEQAnet database within <br />five days after the City decision-makers approve the plan amendments for which the Final SEIR was prepared. <br />The City will post the NOD locally. <br />CEQA Findings of Fact. ESA will assist the City in preparing the CEQA Findings of Fact needed for Final EIR <br />certification and project approvals. ESA will prepare draft findings subject to one round of review and <br />comment by the City prior to finalizing the findings. <br />AB 52 Tribal Coordination. In accordance with the provisions of Assembly Bill (AB) 52, ESA will contact the <br />Native American Heritage Commission (NAHC) to request information on known sacred sites within the project <br />area and a list of contacts for Native American tribes who may have an interest in the proposed project. ESA <br />will initiate preliminary consultation through distribution of correspondence via certified mail to the tribes <br />identified by the NAHC; however, government to government consultation will be conducted between the <br />tribes and the City. This task includes one round of letters to tribes. Additional correspondence, coordination, <br />and/or on-site meetings would be scoped for separately. <br />Task 8: Meetings and Public Hearing Attendance <br />Meetings and Public Hearings. As requested by the City, it is assumed ESA staff will attend a minimum of 4 (with <br />option of up to 8) meetings and public hearings, and F&P staff will attend a minimum of 3 meetings and public <br />hearings. It is assumed these may be associated with, but not limited to, public scoping meeting, Draft SEIR <br />public hearing, and Final EIR public hearings. <br />Internal Meetings with City Staff. ESA also proposes regular conference call meetings with City staff over the <br />course of the SEIR preparation.
