EXHIBIT A <br />SIDE LETTER BETWEEN CITY OF REDWOOD CITY AND <br />SERVICE EMPLOYEES INTERNATIONAL UNION LOCAL 521 (SEIU) <br />RE: ASSISTANT AND ASSOCIATE ENGINEER FLEXIBLE PROMOTIONS <br />This side letter is by and between City of Redwood City ("City") and the Service Employees <br />International Union Local 521 ("Union") (collectively referred to as the "parties"). The side letter <br />is a tentative agreement subject to final approval of City Council. <br />WHEREAS, the City and Union entered a Memorandum of Understanding (MOU) effective <br />February 1, 2019 - January 31, 2022; <br />WHEREAS, the parties are mutually interested in facilitating flexible promotions between <br />Assistant Engineer 1/11 and Associate Engineer classifications; <br />WHEREAS, the parties acknowledge that the job specifications for Assistant Engineer 1/11 and <br />Associate Engineer require study and potential revision; <br />NOW THEREFORE, the parties hereby agree to the following: <br />1. Effective upon City Council approval of this side letter, the Assistant Engineer I and <br />Assistant Engineer II will be flexible classifications. Incumbents in the Assistant Engineer <br />I classification who have successfully passed the probationary period for Assistant <br />Engineer I may flexibly promote to the higher classification of Assistant Engineer II with <br />requisite minimum qualifications for the Assistant Engineer II job class, demonstrated <br />ability to work independently, a minimum "meets standard" rating on the most recent <br />performance evaluation for Assistant Engineer I, and no performance improvement plan <br />or performance -related discipline for a period of at least one year. <br />2. Vacant positions in the Associate Engineer classifications will be flexibly staffed when <br />vacant positions are available, and will be filled by advancement from the lower classes <br />of Assistant Engineer I and II, or filled by a qualified external candidate if there are no <br />qualified internal candidates. <br />When the City has a vacant Associate Engineer position, incumbents In the Assistant <br />Engineer I and II classifications who have successfully passed the probationary period for <br />Assistant Engineer I or II mayflexibly promote to the higher classification of Associate <br />Engineer with requisite minimum qualifications for the Associate Engineer job class, <br />demonstrated ability to work independently, a minimum "meets standard" rating on the <br />most recent performance evaluation forAssistant Engineer I or 11, and no performance <br />improvement plan or performance -related discipline for a period of at least one year.
