RESOLUTION NO. 15975 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY PROHIBITING THE ENTRY OF VEHICLES ON MIDDLEFIELD <br />ROAD, BETWEEN BROADWAY AND WINSLOW STREET, EXCEPT <br />FOR BICYCLES, COMMERCIAL VEHICLES, AND EMERGENCY <br />VEHICLES <br />WHEREAS, the 800 block of Middlefield Road between Broadway and Winslow <br />Street is commonly known as Theatre Way; and <br />WHEREAS, Theatre Way is predominantly configured with outdoor dining parklets <br />and pedestrian access to retail storefronts and a movie theater; and <br />WHEREAS, the City of Redwood City ("City") desires to prohibit the entry of <br />vehicles on Theatre Way between Broadway and Winslow Street, except for bicycles, <br />commercial vehicles requiring access to the street or businesses for maintenance <br />purposes, and emergency vehicles in order to allow the right-of-way to be allocated for <br />other users of the street, thereby increasing safety, prioritizing sustainable transportation <br />modes, providing for maintenance access for adjacent land uses, and improving Theatre <br />Way as a civic space; and <br />WHEREAS, California Vehicle Code section 21101(f) allows the City to prohibit <br />entry to or exit from any street by means of traffic barriers to implement the circulation <br />element of a general plan consistent with the responsibility of the City to provide for the <br />health and safety of its citizens; and <br />WHEREAS, closing Theatre Way to vehicular traffic is consistent with the General <br />Plan of the City that envisions a City with a balanced, multimodal transportation network <br />that accommodates all users; and <br />WHEREAS, Goal BE -26 of the Circulation Element of the General Plan is to <br />"improve walking, bicycling, and electric bicycle/scooter facilities to be more convenient, <br />comfortable, and safe, and therefore more common transportation modes in Redwood <br />City"; and <br />WHEREAS, the Citywide Transportation Plan, RWCmoves, builds on the vision, <br />goals, and policies of the General Plan and identified and prioritized as a Tier 1, Early <br />Investment Project, the "Theatre Way Pedestrian Improvements" project to develop plans <br />and construct Theatre Way as a permanent pedestrian street; and <br />WHEREAS, the City has determined that prohibiting the entry of vehicles on <br />Theatre Way between Broadway and Winslow Street, except for bicycles, commercial <br />vehicles requiring access to the street or businesses for maintenance purposes, and <br />emergency vehicles provides for the health and safety of citizens because the high <br />ATTY/RESO.0058/CC RESO PROHIBITING ENTRY OF THEATRE WAY RESO.
