volume of pedestrians of all ages and abilities on Theatre Way creates the potential for <br />collisions between vehicles and vulnerable roadway users. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY AS FOLLOWS: <br />1. The recitals set forth above are true and correct, and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. The City Council <br />finds that prohibiting the entry of vehicles on Theatre Way between Broadway and <br />Winslow Street, except for bicycles, commercial vehicles requiring access to the street or <br />businesses for maintenance purposes, and emergency vehicles is consistent with the <br />Circulation Element of the City's General Plan and provides for the health and safety of <br />citizens) because the high volume of pedestrians of all ages and abilities on Theatre Way <br />creates the potential for collisions between vehicles and vulnerable roadway users. <br />2. Pursuant to Section 21101(f) of the California Vehicle Code, the entry of <br />vehicles on Middlefield Road, between Broadway and Winslow Street, is hereby <br />prohibited, except for bicycles, commercial vehicles requiring access to the street or <br />businesses for maintenance purposes, and emergency vehicles. <br />3. This action is categorically exempt from the California Environmental <br />Quality Act (CEQA) pursuant to California Code of Regulations Section 15301 Class 1 <br />(c), minor alteration of existing public streets. <br />4.
