RESOLUTION NO. 15976 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING AND AUTHORIZING THE CITY MANAGER TO <br />NEGOTIATE AND EXECUTE THE SOLE SOURCE PURCHASE OF <br />HEALD MATADOR SLIDING BOLLARDS FROM INTELLIMAR INC. DBA <br />CONCENTRIC SECURITY FOR AN AMOUNT NOT TO EXCEED <br />$260,000 AND SUSPENDING THE REQUIREMENTS OF MUNICIPAL <br />CODE CHAPTER 2, ARTICLE VII, RELATING TO COMPETETIVE <br />BIDDING FOR THIS PURCHASE <br />WHEREAS, Theatre Way is the common name for the portion of Middlefield Road <br />between Broadway and Winslow Street in downtown Redwood City; and <br />WHEREAS, the City Council has recently passed or will concurrently pass a <br />resolution to prohibit entry of vehicles on Theatre Way between Broadway and Winslow <br />Street, except for bicycles, commercial vehicles requiring access to the street or <br />businesses for maintenance purposes, and emergency vehicles; and <br />WHEREAS, the Theatre Way Safety Improvement Project ("Project") includes <br />vehicle barriers to prohibit entry of vehicles on both ends of the street; and <br />WHEREAS, the City of Redwood City desires to maintain the safety, aesthetics, <br />and accessibility of Theatre Way by installing active vehicle barriers that prohibit entry by <br />unauthorized vehicles but still allow pedestrians and bicyclists to pass freely; and <br />WHEREAS, the presence of underground infrastructure below Theatre Way <br />precludes the installation of typical in -ground or below -ground barriers; and <br />WHEREAS, the only feasible alternative compatible with the Project goals, <br />stakeholder support and particular constraints of Theatre Way is Heald Matador Sliding <br />Bollards; and <br />WHEREAS, based upon due diligence, City staff has determined there is only one <br />reasonable and practicable source for the Heald Matador Sliding Bollards, Intellimar Inc. <br />dba Concentric Security. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY AS FOLLOWS: <br />1. The recitals set forth above are true and correct, and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br />2.
