3. Pursuant to Redwood City Code Section 2.67.4, Sole Source, the <br />requirements of Article VII Public Contracting and Purchasing of Chapter 2 of the <br />Redwood City Code relating to competitive bidding are suspended for this purchase. This <br />section allows on the affirmative votes of at least five (5) members of the City Council a <br />purchase made or contract awarded without a competitive bidding process when there is <br />a sole source or only one reasonable and practicable source for the required goods, <br />materials, equipment, supplies or support service because of its uniqueness, quality, <br />durability, availability, compatibility with existing City programs, equipment or systems or <br />fitness for a particular use. <br />4.
