contractors for the furnishing of such services; and <br /> <br />WHEREAS, it is necessary and desirable that a contractor be retained for the <br />purpose of providing animal care and control and shelter services, as required under <br />local and state law and in the interest of the public safety and welfare, for the entire <br />unincorporated territory of the County of San Mateo and within the incorporated territory <br />of each of the cities within San Mateo County that have contracted with the County for <br />such services; and <br /> <br />WHEREAS, Peninsula Humane Society and SPCA (PHS) is a private, nonprofit <br />corporation organized under the California Nonprofit Public Benefit Corporation law for <br />charitable purposes, including for the prevention of cruelty to animals; and <br /> <br />WHEREAS, the County, acting in consultation with the Cities, wishes to enter <br />into an agreement with PHS for animal care and control services for a term from July 1, <br />2021 through June 30, 2026; and <br />WHEREAS, the Board has been presented with a form of agreement between <br />the County and the Cities for the facilitation and coordination of animal care and control <br />services for the term of July 1, 2021 through June 30, 2026 and the Board has <br />examined and approved this agreement as to form and content and desires to enter into <br />it; and <br /> WHEREAS, the Board has been presented with a form of agreement between <br />the County and PHS for the provision of animal care and control services for the term of
